Biography             

 

Dr. Tam received his Ph.D. degree from the Department of Computer Science and Software Engineering in the University of Melbourne in 1998 for his unprecedented work on integrating local search based constraint solvers into constraint logic programming, aiming to tackle very challenging constrained optimization problems with logic based specifications in industrial applications. During his Ph.D. candidature, Vincent was awarded with 3 scholarships and also a fellowship for attending the Logic Summer School in the Australian National University. His Ph.D. research project was directly supported by an Australian Research Council (ARC) approved research grant, and also initiated two other large-scale research projects for its applications. From 1998 - 2001, he was an academic fellow in the Department of Computer Science in the National University of Singapore (NUS) where Vincent was the winner of the Innovative Teaching Award - 2000 among 80+ academic staff in the School of Computing (SoC), NUS. He is currently a Senior Teaching Consultant and also Honorary Assistant Professor in the Department of Electrical and Electronic Engineering, the University of Hong Kong. Within the department, Dr. Tam has been serving as the Enrolment Coordinator since 2004. In 2011, Vincent received the Faculty Best Teacher Award in the Faculty of Engineering, HKU.

Dr. Tam has over 70 internationally refereed publications, including 5 book chapters and 10+ journal papers. His main research interests include localization, routing, scheduling, resource allocation and real-life applications on wireless ad-hoc/sensor networks, in which he established collaboration with various institutions in Australia, England, Japan and the U.S.A. Besides, Dr. Tam is interested to apply the latest wireless technology for developing educational software and their sound applications in e-learning. Dr. Tam works with various research/development centers in educational technologies including the Center for the Enhancement of Teaching and Learning (CETL),  Center for I.T. in Education (CITE), EDB, HKEdCity and some local schools. In recognition of his experience in developing and managing e-learning related projects, the EDB invited him to participate as the (part-time) project manager of an EMB project for developing E-Learning Training Package to support  all AS-level Computer Applications and AL-level Computer Studies teachers in Hong Kong secondary schools in 2006. Recently, he was again invited as the (part-time) Deputy Project Director of another EDB-funded project for developing learning and teaching packages to support the New Senior Secondary ICT curriculum.  In 2008, Vincent and his team won the Bronze Award of the ICT 2008 Awards – Best Lifestyle supported by the HKSAR Government. In addition, Vincent was the PI of various teaching development projects including one entitled An Innovative and Pen-Based COMPAD Platform to Enhance Education and Research in Computer Systems” awarded by the Microsoft Research Asia (MSRA) under the Mobile Computing in Education Theme 2008. According to the University Relations Manager of MSRA, this is the first time that such a grant was awarded to the University of Hong Kong. In February 2009, he was invited by the MSRA to visit the MSRA/Beijing and present his work on the COMPAD platform in both paper and poster session. Besides with its success in different aspects, his COMPAD project was selected for the Project Highlights of the MSRA in 2011 for which a report was available.

Dr. Tam is active in participating in international conferences and reviewing for reputable journals. He was invited into the Program Committee of the IEEE International Conference on Tools with Artificial Intelligence (ICTAI’00 - ’07, except ’02), and served as the Publication Chair of ICTAI'05, the PC member of the Asia Pacific Symposium on Information Visualization (APVIS 2006 & 2007) and also that of the International Conference on ICT in Teaching and Learning (ICT 2006 - 2009). Besides, he served on the Technical Program Committee of the IEEE Consumer Communications and Networking Conference (CCNC 2007 - 2011), the Co-organizer of a Special Session in CCNC 2008, one of the Guest Editors for a Special Issue in the Multi-dimensional Systems and Signal Processing (MSSP) Journal, the Guest Editor of a Special Issue in the IEEE Learning Technology Newsletter, the TPC member of the IEEE Global Communications Conference (GLOBECOM) 2007 and the IEEE 7th to 9th International Symposium on Communications and Information Technologies (ISCIT 2007, 2008 & 2009). He served as both Publicity & Workshop Chairs of the 6th ACM/IEEE International Conference on Distributed Smart Cameras (ICDSC 2012).

Vincent is a Senior Member of the IEEE (SMIEEE) and a member of the Technical Committee of the IEEE Learning Technology (TCLT). Besides, he serves as the Activity Co-Chair of the IEEE (HK) Computational Intelligence Chapter, and the Committee Member of the Senior Common Room (SCR @ HKU). Furthermore, he is listed in the Marquis's 9th Edition of "Who's Who in Science & Engineering" (September 2006 and 2007), “Who’s Who in World” (2007) and "Who's Who in Asia" (Premier Edition, December 2006).
